Guliyev Agil Elbrus, was born on October 29, 1982.

In 1989-1999, he studied at high school № 276 in Binagadi district of Baku.

In 1999-2003, he graduated a Bachelor's degree in Law with honours at the Faculty of Law from Baku State University.  

In 2003-2006, he graduated a Master's degree in "Public Law" with honours at the Faculty of Law from Baku State University.

In 2005 – 2010, he worked as an investigator in the bodies of the Prosecutor's Office of the Republic of Azerbaijan.

In 2010-2012, he worked as a legal consultant at the State Service for Registration of Real Estate under the State Committee on Property Issues (SCPI) of the Republic of Azerbaijan

Since November 2012, he held the position of the Head of the Legal Acts Examination Sector and Internal Legal Regulation Sector of the Legal Support Division - Deputy Head of this division of the State Agency for Public Services and Social Innovation under the President of the Republic of Azerbaijan.

Since February 2014, he had served as the Head of the unit of Monitoring and Evaluation at the State Agency for Public Services and Social Innovation under the President of the Republic of Azerbaijan.

Since May 2018, he had worked as the Head of the unit of Internal Control and Audit at the Ministry of Agriculture of the Republic of Azerbaijan. Since December 2018, he had worked as the Head of the apparatus of the Ministry of Agriculture.

He has held the position of the Chairman of the Management Board of “Agro procurement and supply” OJSC under the Ministry of Agriculture since March, 2020.

He has a command of languages in English and Russian.
